\nأكد رئيس اللجنة الوطنية لمكافحة الكسب غير المشروع المهندس باسل السويدان، أن التسويات التي تُنجز مع عدد من رجال الأعمال، ومن بينها تسوية رجل الأعمال محمد حمشو، تندرج ضمن إطار مبادرة الإفصاح الطوعي عن الكسب غير المشروع، بوصفها تسوية اقتصادية قائمة على المقاصة.
\nوأوضح السويدان في تصريح لـ العاصمة نيوز أن هذه التسوية الاقتصادية تهدف إلى استرداد المال العام وإعادته إلى الدولة السورية عبر مسار قانوني ومؤسسي منضبط، مع إعادة إدماج الأموال والأعمال الناتجة عن الكسب غير المشروع في الدورة الاقتصادية النظامية.
\nولفت السويدان إلى أن تسوية محمد حمشو ليست حالة منفردة أو استثنائية، بل هي واحدة من عشرات التسويات التي تُنجز تباعاً ضمن هذا المسار، والتي تنتهي جميعها بإقرار طوعي من قبل رجال الأعمال المعنيين، يقضي بتسليم جزء كبير من أموالهم وأصولهم إلى لجنة مكافحة الكسب غير المشروع، ليصار إلى تحويلها قانوناً إلى الدولة السورية، وتوجيهها لاحقاً نحو أغراض تخدم الاستقرار الاقتصادي، وإعادة الإعمار والتنمية المستدامة.
\nوبين رئيس اللجنة أن أهمية هذه التسويات تكمن في كونها تشكّل آلية عملية لاسترداد المال العام عبر مقاصة مالية واضحة تُنهي الذمم المرتبطة بالكسب غير المشروع، وتسهم في تفكيك اقتصاد الظل، وإغلاق مسارات الكسب غير المشروع التي ارتبطت سابقاً بتداخل المال مع النفوذ والسلطة.
\nوأشار السويدان إلى أن أهمية هذه التسويات تكمن أيضاً في أنها تتيح تصحيح المسار الاقتصادي، وإعادة توجيه رأس المال نحو نشاط اقتصادي مشروع تحت إشراف الدولة ووفق ضوابط مؤسسية محددة.
\nوقال السويدان: إن الرسالة الموجهة لبقية رجال الأعمال واضحة، ومفادها أن باب الإفصاح الطوعي والتسوية الاقتصادية القائمة على المقاصة مفتوح أمام كل من يرغب في معالجة أوضاعه المالية بصورة قانونية ومسؤولة، والمساهمة في طي صفحة الماضي، والانخراط في مرحلة جديدة قائمة على الشفافية والالتزام وسيادة القانون.
\nوشدد رئيس لجنة مكافحة الكسب غير المشروع على أن مدة برنامج الإفصاح الطوعي محددة بستة أشهر فقط اعتباراً من بداية العام الجاري، وهي مهلة نهائية أُقرت لإتاحة الفرصة الكاملة أمام المعنيين لتسوية أوضاعهم المالية بصورة طوعية ومنضبطة، مؤكداً أنه بعد انقضاء هذه المهلة سيتم اتخاذ إجراءات قانونية احترازية وفق القوانين النافذة تطال كامل الثروات والأصول العائدة لكل من تهرّب من هذا الاستحقاق، وذلك بما يضمن حماية المال العام وصون حقوق الدولة.
\nوختم السويدان بالقول: إن مبادرة الإفصاح الطوعي ليست إجراءً شكلياً أو استثنائياً، بل خيار وطني واقعي يقوم على تسوية اقتصادية قائمة على المقاصة، ويوازن بين استرداد المال العام وتعزيز السلم الأهلي وبناء اقتصاد مستقر ومنتج، داعياً جميع رجال الأعمال المعنيين إلى اغتنام هذه الفرصة ضمن الإطار الزمني المحدد.

\nAl-Suwaidan stated that the message to other businessmen is clear: the door for voluntary disclosure and economic settlement based on offsetting is open to anyone wishing to resolve their financial status legally and responsibly, contributing to closing the chapter on the past and entering a new phase based on transparency, commitment, and rule of law.
\nThe head of the Anti-Illicit Gains Committee stressed that the voluntary disclosure program duration is limited to six months from the beginning of this year, a final deadline set to provide full opportunity for those concerned to settle their financial affairs voluntarily and orderly. He confirmed that after this period, precautionary legal measures will be taken according to existing laws, targeting all wealth and assets belonging to those who evade this obligation, ensuring protection of public funds and safeguarding state rights.
