استضافت كلية الحقوق في جامعة الشام الخاصة باللاذقية اليوم ورشة عمل علمية بعنوان “القانون والعلاقات الدبلوماسية العربية.. آفاق التعاون والتكامل”، حيث ركزت على دور القانون الدولي في تنظيم العلاقات الدبلوماسية بين الدول العربية، وآفاق التعاون والتكامل الإقليمي.

تضمنت الورشة مداخلة عبر تقنية الاتصال المرئي من واشنطن قدمها المحامي والمستشار السياسي إسماعيل باقر، تناول فيها واقع العلاقات الدولية العربية، خصوصاً العربية الأمريكية، ودور القانون الدولي في إدارة النزاعات، وتأثير المتغيرات الدولية على مسارات العمل الدبلوماسي.

شهدت الورشة نقاشات علمية شارك فيها أساتذة وطلاب كلية الحقوق، ركزت على العلاقة التفاعلية بين القانون والدبلوماسية، ودور القواعد القانونية في حماية السيادة الوطنية، وبناء مسارات تعاون قائمة على مبادئ الشرعية الدولية.

وأوضح الدكتور عبد المنعم عبد الحافظ، رئيس جامعة الشام الخاصة، في تصريح لمراسل العاصمة نيوز، أن الورشة التي أقيمت بمناسبة الذكرى الأولى لتحرير سوريا، سلطت الضوء على أهمية القانون الدولي في المرحلة الراهنة، مشيراً إلى أن الفعالية تزامنت مع افتتاح المبنى الجديد لكليتي طب الأسنان والصيدلة، بالإضافة إلى مركز خدمة المواطن في طب الأسنان، في خطوة تعكس التكامل بين الدورين الأكاديمي والخدمي للجامعة.

بدوره أكد الدكتور محمد حلبي، مدير كليات اللاذقية في جامعة الشام الخاصة، في تصريح مماثل، أن انعقاد الورشة يأتي في توقيت بالغ الأهمية في ظل التطورات التي تشهدها السياسة الخارجية السورية، مشيداً بما حققته الدبلوماسية السورية على الصعيدين الداخلي والخارجي، عربياً ودولياً.

وأشار حلبي إلى افتتاح مركز خدمة المواطن في طب الأسنان الذي يقدم خدمات مجانية لطلاب الجامعة من خلال تأمين المرضى وتوزيعهم على الحالات المختلفة، إضافة إلى تخصيص دعم يقدر بنحو أربعة مليارات ليرة سورية للمواطنين غير القادرين على تحمل تكاليف العلاج في العيادات السنية الخاصة، وذلك في إطار دور الجامعة في خدمة المجتمع.

من جهته أكد عضو المكتب التنفيذي في محافظة اللاذقية خالد أحمد أبو علي أن سوريا حققت خلال هذا العام خطوات متسارعة نحو التعافي والانفتاح بعد سنوات من الانعزال عن محيطها العربي وحاضنتها الدولية، مشيراً إلى أهمية هذه الورشة في تعزيز الوعي القانوني وبناء الإنسان باعتباره الركيزة الأساسية للتنمية الشاملة.

وتأتي هذه الفعاليات في إطار حرص جامعة الشام الخاصة على ربط التعليم الأكاديمي بالواقع العملي والمتغيرات الإقليمية والدولية، والمساهمة في إعداد كوادر مؤهلة قادرة على المشاركة في بناء مؤسسات الدولة وتعزيز حضور سوريا علمياً ودبلوماسياً في المحافل الدولية.

The Faculty of Law at Al-Sham Private University in Latakia hosted today a scientific workshop titled “Law and Arab Diplomatic Relations: Prospects for Cooperation and Integration,” focusing on the role of international law in managing Arab diplomatic relations and the prospects for regional cooperation and integration.

The workshop included a virtual intervention from Washington by lawyer and political advisor Ismail Baqer, who discussed the current state of Arab international relations, especially Arab-American relations, the role of international law in conflict management, and the impact of international changes on diplomatic work paths.

The workshop featured scientific discussions involving faculty members and law students, focusing on the interactive relationship between law and diplomacy, the role of legal rules in protecting national sovereignty, and building cooperation paths based on principles of international legitimacy.

Dr. Abdel Monem Abdel Hafiz, President of Al-Sham Private University, told Al-Asima News correspondent that the workshop, held on the occasion of the first anniversary of Syria’s liberation, highlighted the importance of international law at the current stage. He noted that the event coincided with the inauguration of the new building for the Faculties of Dentistry and Pharmacy, as well as the Citizen Service Center in Dentistry, reflecting the integration between the academic and service roles of the university.

Dr. Mohammad Halabi, Director of Latakia Colleges at Al-Sham Private University, confirmed in a similar statement that holding the workshop comes at a crucial time amid developments in Syria’s foreign policy, praising the achievements of Syrian diplomacy domestically and internationally, both Arab and global.

Halabi pointed out the opening of the Citizen Service Center in Dentistry, which offers free services to university students by securing patients and distributing them among different cases, in addition to allocating support estimated at about four billion Syrian pounds for citizens unable to afford treatment costs in private dental clinics, as part of the university’s role in serving the community.

Member of the Executive Office in Latakia Governorate, Khaled Ahmed Abu Ali, affirmed that Syria has made rapid strides this year towards recovery and openness after years of isolation from its Arab environment and international community, emphasizing the importance of this workshop in enhancing legal awareness and human development as a fundamental pillar of comprehensive development.

These activities come within Al-Sham Private University’s keenness to link academic education with practical reality and regional and international developments, contributing to preparing qualified cadres capable of participating in building state institutions and enhancing Syria’s scientific and diplomatic presence in international forums.
