انطلقت اليوم فعاليات المؤتمر السنوي الدولي الثاني للرابطة السورية للأطباء النفسيين بالتعاون مع جامعة دمشق تحت شعار: “شفاء الإنسان أساس إعمار الأوطان”، وذلك على مدرج الجامعة.

يناقش المشاركون في المؤتمر على مدى يومين عدة محاور تتناول مسارات الرعاية النفسية المتخصصة لضحايا الاعتقال والتعذيب والصدمات النفسية وذويهم من خلال جلسات ونقاشات لأطباء من سوريا وألمانيا وأمريكا والدول العربية، بهدف وضع حجر الأساس لـ “منظومة صحية نفسية مستدامة”، تدمج الرعاية النفسية في صلب الرعاية الأولية، وتؤهل الكوادر الوطنية لتكون خط الدفاع الأول عن سلامة المجتمع العقلية والنفسية بعد التحرير.

أشار رئيس الرابطة السورية للأطباء النفسيين ورئيس المؤتمر الدكتور مازن خليل في كلمته خلال الافتتاح إلى أن مهمة المؤتمر تتجاوز التشخيص السريري لتصبح مهمة أخلاقية وحقوقية تهدف إلى تحقيق العدالة الشافية، ومناقشة كيف يمكن للطب النفسي أن يكون رديفاً للعدالة الانتقالية، ولجبر الضرر النفسي أن يكون أهم أشكال التعويض.

وأكد أن الضحية تحتاج إلى مجتمع يعترف بألمها، وقانون يحمي كرامتها، وبيئة عمل تحتضن طاقاتها، وأن محاور المؤتمر تمثل صرخة علمية في وجه النسيان، ومحاولة جادة لترميم النسيج المجتمعي المتهتك.

أكد ممثل نقيب الأطباء السوريين الدكتور محمود الرفاعي أن البناء يبدأ من الإنسان، وأن رعاية الناجين والجرحى نفسيًا، وفهم معاناتهم ضمن سياقاتهم الاجتماعية والدينية والثقافية والسياسية هو الطريق نحو التعافي الحقيقي، مشددًا على دعم النقابة الكامل لكل نشاط ومؤتمر علمي يسهم في تطوير المهنة وتحسين أدائها، واستمرار هذه المؤتمرات التخصصية، وتوحيد الجهود لتطوير التعليم الطبي والرعاية الصحية في سوريا.

وشهد المؤتمر كلمة عبر الذكاء الاصطناعي تجسد شخصية أبو زيد البلخي، المعروف بـ “أبو الطب النفسي” وأحد أبرز الأطباء النفسيين في التاريخ الإسلامي، تحدث فيها عن الطب النفسي قبل أكثر من ألف عام في كتابه الشهير “مصالح الأبدان والأنفس”، مميزًا بين مرض البدن ومرض النفس.

وأشار إلى أنه كان يعالج الحزن والوساوس على مستوى الفرد، أما الأطباء النفسيون اليوم فيحملون مهمة أعظم، وهي ترميم الروح الجماعية، وتشخيص الجرح الوطني، وهندسة الشفاء.

أوضح المحاضر في المؤتمر ورئيس اللجنة العلمية الدكتور يوسف لطيفة في تصريح خاص لـ \"العاصمة نيوز\" أن المؤتمر هو الأول بعد التحرير وسيتناول الجوانب القانونية، وضرورة وجود قوانين أو تشريعات تحدد المسؤوليات النفسية والقانونية لكل الانتهاكات والضحايا بسبب الاعتقال، بالإضافة إلى الجوانب الأخلاقية والعلاج النفسي ودراسته بأشكاله، وكيفية دعم من تعرضوا لصدمات نفسية، مشيرًا إلى ضرورة وجود فرق هندسة نفسية أو معالجين نفسيين، وإنشاء مراكز صحية ومستشفيات لدعم رعاية المرضى النفسيين والنتائج السلبية الناتجة عن الاعتقال والدمار والفقدان.

لفت مدير وحدة الإرشاد الجامعي والدعم النفسي في جامعة دمشق الدكتور مازن الشماط إلى وجود برنامج موجه لأعضاء الهيئة التدريسية والتعليمية في الجامعة، لتزويدهم بالاختصاصات والمهارات اللازمة وتأهيلهم وفق برنامج يستمر لمدة سنة في موضوع العلاج النفسي للصدمات، ليكونوا قادرين على نقل هذه الخبرات لطلابهم، وبالتالي بناء كوادر وطنية جاهزة للتعامل مع الصدمات، وخاصة الناجين من المعتقلات وتجربة الاعتقال.

يرافق المؤتمر معرض لمنتجات دوائية خاصة بالعلاجات النفسية لـ 8 شركات دوائية. والرابطة السورية للأطباء النفسيين هي منظمة غير حكومية تهدف إلى تطوير وتعزيز مجال الطب النفسي في سوريا، ورفع المستوى المهني للأطباء النفسيين، وتعنى بإجراء الدراسات الطبية، وعقد المؤتمرات والندوات لتبادل الخبرات، وتدريب المتخصصين.

The activities of the second annual international conference of the Syrian Association of Psychiatrists, in cooperation with Damascus University, were launched today under the slogan: “Healing the Human is the Foundation for Rebuilding Nations,” held at the university auditorium.

Over two days, participants discuss several topics addressing specialized psychological care pathways for victims of detention, torture, psychological trauma, and their families through sessions and discussions with doctors from Syria, Germany, the United States, and Arab countries. The goal is to lay the foundation for a “sustainable mental health system” that integrates psychological care into primary healthcare and qualifies national cadres to be the first line of defense for the community's mental well-being after liberation.

Dr. Mazen Khalil, President of the Syrian Association of Psychiatrists and the conference chair, noted in his opening speech that the conference's mission goes beyond clinical diagnosis to become an ethical and human rights task aiming to achieve healing justice, discussing how psychiatry can support transitional justice and how psychological reparations can be a vital form of compensation.

He emphasized that victims need a society that acknowledges their pain, laws that protect their dignity, and a work environment that nurtures their energies. The conference themes represent a scientific cry against oblivion and a serious attempt to restore the torn social fabric.

Dr. Mahmoud Al-Rifai, representative of the Syrian Doctors Syndicate, affirmed that building begins with the human being, and that caring for survivors and the psychologically wounded, understanding their suffering within social, religious, cultural, and political contexts, is the path to true recovery. He confirmed the syndicate's full support for all scientific activities and conferences that contribute to advancing the profession, improving its performance, continuing specialized conferences, and unifying efforts to develop medical education and healthcare in Syria.

The conference also featured a speech via artificial intelligence embodying the character of Abu Zaid Al-Balkhi, known as the “Father of Psychiatry” and one of the most important psychiatrists in Islamic history. He spoke about psychiatry over a thousand years ago in his famous book “Interests of Bodies and Souls,” distinguishing between physical and mental illness.

It was noted that he treated sorrow and obsessions at the individual level, while today’s psychiatrists carry a greater mission: restoring collective spirit, diagnosing the national wound, and engineering healing.

Dr. Youssef Latifa, lecturer and head of the scientific committee, told Capital News that this is the first conference after liberation, addressing legal aspects, the necessity of laws or legislation defining psychological and legal responsibilities for all violations and victims due to detention, ethical aspects, psychological treatment and its study in various forms, and how to support those exposed to psychological trauma. He stressed the need for psychological engineering teams or therapists, and the establishment of health centers and hospitals to support mental health care and address negative effects resulting from detention, destruction, and loss.

Dr. Mazen Al-Shammat, director of the University Counseling and Psychological Support Unit at Damascus University, pointed out the existence of a program aimed at faculty and teaching staff to provide them with the necessary specializations and skills, qualifying them through a one-year program on psychological trauma treatment. This enables them to transfer knowledge to their students, thereby building national cadres prepared to deal with trauma, especially survivors of detention centers and the detention experience.

The conference is accompanied by an exhibition of pharmaceutical products related to psychological treatments from eight pharmaceutical companies. The Syrian Association of Psychiatrists is a non-governmental organization aiming to develop and enhance the field of psychiatry in Syria, raise the professional level of psychiatrists, conduct medical studies, hold conferences and seminars to exchange expertise, and train specialists.

Les activités de la deuxième conférence internationale annuelle de l'Association syrienne des psychiatres, en collaboration avec l'Université de Damas, ont été lancées aujourd'hui sous le slogan : « Guérir l'homme est la base de la reconstruction des nations », tenue dans l'auditorium de l'université.

Pendant deux jours, les participants discutent de plusieurs sujets abordant les parcours de soins psychologiques spécialisés pour les victimes de détention, de torture, de traumatismes psychologiques et leurs familles à travers des sessions et des discussions avec des médecins de Syrie, d'Allemagne, des États-Unis et des pays arabes. L'objectif est de poser les bases d'un « système de santé mentale durable » qui intègre les soins psychologiques dans les soins primaires et qualifie des cadres nationaux pour être la première ligne de défense pour le bien-être mental de la communauté après la libération.

Le Dr Mazen Khalil, président de l'Association syrienne des psychiatres et président de la conférence, a souligné dans son discours d'ouverture que la mission de la conférence dépasse le diagnostic clinique pour devenir une tâche éthique et de droits humains visant à atteindre une justice réparatrice, discutant comment la psychiatrie peut soutenir la justice transitionnelle et comment les réparations psychologiques peuvent être une forme vitale de compensation.

Il a insisté sur le fait que les victimes ont besoin d'une société qui reconnaît leur douleur, de lois qui protègent leur dignité, et d'un environnement de travail qui nourrit leurs énergies. Les thèmes de la conférence représentent un cri scientifique contre l'oubli et une tentative sérieuse de restaurer le tissu social déchiré.

Le Dr Mahmoud Al-Rifai, représentant du Syndicat des médecins syriens, a affirmé que la construction commence par l'être humain, et que prendre soin des survivants et des blessés psychologiquement, en comprenant leur souffrance dans leurs contextes sociaux, religieux, culturels et politiques, est la voie vers une véritable guérison. Il a confirmé le soutien total du syndicat à toutes les activités et conférences scientifiques contribuant à faire progresser la profession, améliorer ses performances, poursuivre ces conférences spécialisées et unir les efforts pour développer l'éducation médicale et les soins de santé en Syrie.

La conférence a également présenté un discours via intelligence artificielle incarnant la personnalité d'Abu Zaid Al-Balkhi, connu comme le « père de la psychiatrie » et l'un des psychiatres les plus importants de l'histoire islamique. Il a parlé de la psychiatrie il y a plus de mille ans dans son célèbre livre « Intérêts des corps et des âmes », distinguant entre maladie physique et mentale.

Il a été noté qu'il traitait la tristesse et les obsessions au niveau individuel, tandis que les psychiatres d'aujourd'hui portent une mission plus grande : restaurer l'esprit collectif, diagnostiquer la blessure nationale et concevoir la guérison.

Le Dr Youssef Latifa, conférencier et président du comité scientifique, a déclaré à Capital News que c'est la première conférence après la libération, abordant les aspects juridiques, la nécessité de lois ou de législations définissant les responsabilités psychologiques et juridiques pour toutes les violations et victimes dues à la détention, les aspects éthiques, le traitement psychologique et son étude sous diverses formes, et comment soutenir ceux exposés à des traumatismes psychologiques. Il a souligné la nécessité d'équipes d'ingénierie psychologique ou de thérapeutes, ainsi que la création de centres de santé et d'hôpitaux pour soutenir les soins de santé mentale et faire face aux effets négatifs résultant de la détention, de la destruction et de la perte.

Programme de réhabilitation pour le traitement des traumatismes psychologiques

Le Dr Mazen Al-Shammat, directeur de l'unité de conseil universitaire et de soutien psychologique à l'Université de Damas, a souligné l'existence d'un programme destiné aux membres du corps enseignant et éducatif pour leur fournir les spécialisations et compétences nécessaires, les qualifiant à travers un programme d'une année sur le traitement des traumatismes psychologiques. Cela leur permet de transmettre ces connaissances à leurs étudiants, construisant ainsi des cadres nationaux prêts à gérer les traumatismes, en particulier les survivants des centres de détention et de l'expérience de la détention.

La conférence est accompagnée d'une exposition de produits pharmaceutiques liés aux traitements psychologiques de huit entreprises pharmaceutiques. L'Association syrienne des psychiatres est une organisation non gouvernementale visant à développer et renforcer le domaine de la psychiatrie en Syrie, à élever le niveau professionnel des psychiatres, à mener des études médicales, à organiser des conférences et des séminaires pour échanger des expertises et former des spécialistes.

Suriye Psikiyatristler Birliği'nin Şam Üniversitesi iş birliğiyle düzenlediği \"İnsanın Şifası, Vatanların İmarının Temelidir\" sloganıyla ikinci yıllık uluslararası konferansının etkinlikleri bugün üniversite amfisinde başladı.

Katılımcılar, iki gün boyunca tutuklama, işkence ve psikolojik travma mağdurları ile ailelerine yönelik uzman psikolojik bakım yollarını, Suriye, Almanya, Amerika ve Arap ülkelerinden doktorların katılımıyla oturumlar ve tartışmalar şeklinde ele alıyor. Amaç, psikolojik bakımı birincil sağlık hizmetlerine entegre eden ve ulusal kadroları özgürleşme sonrası toplumun zihinsel sağlığının ilk savunma hattı olmaya hazırlayan sürdürülebilir bir ruh sağlığı sistemi için temel atmak.

Suriye Psikiyatristler Birliği Başkanı ve konferans başkanı Dr. Mazen Halil, açılış konuşmasında konferansın görevini klinik teşhisin ötesine taşıyarak iyileştirici adaleti sağlama amacını taşıyan etik ve insan hakları temelli bir görev olarak nitelendirdi. Psikiyatri'nin geçiş dönemi adaletine nasıl destek olabileceği ve psikolojik zararın tazmininin önemli bir biçim olabileceği tartışılıyor.

Mağdurun acısını kabul eden bir topluma, onurunu koruyan yasalara ve enerjisini kucaklayan bir çalışma ortamına ihtiyacı olduğunu vurguladı. Konferansın ana temalarının unutmaya karşı bilimsel bir çığlık ve parçalanmış toplumsal dokuyu onarmaya yönelik ciddi bir çaba olduğunu belirtti.

Suriye Doktorlar Birliği temsilcisi Dr. Mahmoud El-Rifai, inşanın insanla başladığını, psikolojik olarak sağ kalanların ve yaralıların bakımı ile acılarının sosyal, dini, kültürel ve politik bağlamda anlaşılmasının gerçek iyileşme yolu olduğunu vurguladı. Birliğin mesleği ilerletmeye, performansını artırmaya, bu tür uzman konferanslarını sürdürmeye ve tıp eğitimi ile sağlık hizmetlerini geliştirmek için çabaları birleştirmeye tam destek verdiğini belirtti.

Konferansta ayrıca yapay zeka aracılığıyla, İslam tarihinin en önemli psikiyatristlerinden “Psikiyatrinin Babası” olarak bilinen Ebu Zeyd el-Belhi karakterini canlandıran bir konuşma yapıldı. Bin yıldan fazla bir süre önce yazdığı “Bedenlerin ve Ruhların Menfaatleri” adlı ünlü kitabında fiziksel hastalık ile ruhsal hastalığı ayırdığı anlatıldı.

Bireysel düzeyde üzüntü ve takıntıları tedavi ettiğini, günümüz psikiyatristlerinin ise daha büyük bir görev üstlenerek kolektif ruhu onarma, ulusal yarayı teşhis etme ve iyileşmeyi planlama sorumluluğunu taşıdığını belirtti.

Konferans konuşmacısı ve bilimsel komite başkanı Dr. Yusuf Latifa, Capital News’e özel yaptığı açıklamada, bu konferansın özgürleşmeden sonraki ilk konferans olduğunu, hukuki boyutları, tutuklama nedeniyle yaşanan ihlaller ve mağdurların psikolojik ve hukuki sorumluluklarını belirleyen yasaların veya mevzuatın gerekliliğini, etik boyutları ve psikoterapinin çeşitli biçimlerde incelenmesini ele alacağını ifade etti. Psikolojik mühendislik ekipleri veya terapistler ve psikiyatrik hastaların bakımını destekleyecek sağlık merkezleri ve hastanelerin kurulmasının önemine dikkat çekti.

Şam Üniversitesi Üniversite Rehberlik ve Psikolojik Destek Birimi Müdürü Dr. Mazen El-Şemmat, öğretim ve eğitim kadrosuna yönelik, gerekli uzmanlık ve becerileri kazandırmayı amaçlayan, psikolojik travma tedavisi konusunda bir yıl süren bir program bulunduğunu belirtti. Bu program sayesinde katılımcıların öğrencilerine bu bilgileri aktarmasının ve böylece özellikle tutuklama merkezlerinden sağ kurtulanların ve tutuklanma deneyimi yaşayanların travmalarıyla başa çıkacak ulusal kadroların yetiştirilmesinin hedeflendiğini aktardı.

Konferansa, psikiyatrik tedavilerle ilgili ürünler sunan 8 ilaç firmasının ürünlerinin yer aldığı bir fuar eşlik ediyor. Suriye Psikiyatristler Birliği, Suriye’de psikiyatri alanını geliştirmeyi ve güçlendirmeyi, psikiyatristlerin mesleki seviyesini yükseltmeyi, tıbbi araştırmalar yapmayı, bilgi alışverişi için konferanslar ve seminerler düzenlemeyi ve uzmanları eğitmeyi amaçlayan bir sivil toplum kuruluşudur.
