    "content": "<p>فيينا - العاصمة نيوز</p>\n<p>أعلنت النيابة العامة في النمسا توجيه اتهامات إلى مسؤولَين سوريين سابقين في عهد النظام البائد بارتكاب انتهاكات بحق مدنيين محتجزين خلال فترة الحرب.</p>\n<p>ونقلت وكالة فرانس برس عن النيابة قولها في بيان: إن المسؤولين السابقين متهمان بارتكاب جرائم ضد مدنيين احتجزوا في الرقة بين عامَي 2011 و2013 في إطار حملة قمع الاحتجاجات ضد بشار الأسد.</p>\n<p>والمتهمان هما عميد سابق في المخابرات السورية ورئيس سابق لمكتب التحقيق الجنائي المحلي برتبة مقدم.</p>\n<p>وأوضحت النيابة العامة أنه “تم حتى الآن التعرف على هوية 21 ضحية”.</p>\n<p>وتقدم المتهمان بطلب لجوء إلى النمسا عام 2015 وأقاما فيها منذ ذلك الحين، ويواجهان حالياً عقوبة سجن تصل إلى عشر سنوات في حال إدانتهما.</p>\n<p>يذكر أنه في الثاني من أيلول الماضي أصدرت السلطات الفرنسية 7 مذكرات توقيف دولية ضد مسؤولين في عهد النظام البائد، من بينها مذكرات بحق بشار الأسد وماهر الأسد، على خلفية قصف استهدف مركزاً إعلامياً في حي بابا عمرو بمدينة حمص عام 2012، والذي أسفر عن مقتل الصحفية الأمريكية ماري كولفين والمصور الفرنسي ريمي أوشليك.</p>\n<p>وكانت جهات قضائية فرنسية أصدرت في تشرين الثاني 2023 مذكرة توقيف دولية ضد بشار الأسد بتهمة “التواطؤ في جرائم حرب وجرائم ضد الإنسانية” المرتبطة بهجمات كيميائية في سورية عام 2013.</p>\n<p>وفي أيلول الماضي أصدرت المحكمة العليا الإقليمية في كوبلنس غربي ألمانيا حكماً بالسجن مدى الحياة بحق الضابط في عهد النظام البائد أنور رسلان لارتكابه جرائم ضد الإنسانية، حيث تسبب بمقتل معتقلين وتعذيب آلاف آخرين في معتقل سري للنظام في دمشق بين 2011 و2012.</p>",

    "title": "Austria Charges Two Former Officials from the Former Regime with War Crimes",
    "content": "<p>Vienna - Capital News</p>\n<p>The Austrian Public Prosecutor&apos;s Office announced charges against two former Syrian officials from the former regime for committing violations against detained civilians during the war period.</p>\n<p>According to a statement cited by Agence France-Presse, the former officials are accused of committing crimes against civilians detained in Raqqa between 2011 and 2013 as part of a crackdown on protests against Bashar al-Assad.</p>\n<p>The accused are a former brigadier general in Syrian intelligence and a former head of the local criminal investigation department with the rank of major.</p>\n<p>The Public Prosecutor&apos;s Office clarified that the identities of 21 victims have been identified so far.</p>\n<p>The accused applied for asylum in Austria in 2015 and have been residing there since. They currently face prison sentences of up to ten years if convicted.</p>\n<p>It is worth noting that on September 2nd, French authorities issued seven international arrest warrants against officials from the former regime, including warrants against Bashar al-Assad and Maher al-Assad, related to a bombing targeting a media center in Baba Amr neighborhood in Homs city in 2012, which resulted in the death of American journalist Marie Colvin and French photographer Rémi Ochlik.</p>\n<p>In November 2023, French judicial authorities issued an international arrest warrant against Bashar al-Assad on charges of “complicity in war crimes and crimes against humanity” linked to chemical attacks in Syria in 2013.</p>\n<p>Last September, the Regional Higher Court in Koblenz, western Germany, sentenced former regime officer Anw
