نظم مكتب التنمية في مديرية الشؤون السياسية بحمص جلسة حوارية تفاعلية بعنوان “نحو وعي في فقه الخلاف” في قاعة التدريب بالمديرية، قدمها المرشح الفائز في انتخابات مجلس الشعب الجديد عن مدينة حمص قتيبة العيسى.

شكلت الجلسة التي استمرت يومين فرصة للنقاش حول مفاهيم الاختلاف والتنوع في الفكر السياسي والديني، حيث تم تناول تعريف “الخلاف” باعتباره اختلافاً في فهم النصوص التشريعية، وهو من مقاصد الشريعة ووسائل التيسير على الناس، مما يجعله ظاهرة إيجابية حين يُفهم بروح التسامح، لكنه يتحول إلى نزاع عند التعصب والتكتل.

وأشار العيسى الحاصل على ماجستير في التربية الإسلامية ودبلوم في العلوم السياسية، في تصريح لمراسلة العاصمة نيوز، إلى أن الهدف من الجلسة هو توضيح مراحل التشريع الإسلامي وكيفية نشأة الخلاف حول آلية فهم النصوص التشريعية، ليكون رحمة وتيسيراً وسعة للعباد.

وأوضح العيسى أنه تم خلال الجلسة تقديم لمحة عامة عن أهم المراحل التي مر بها التشريع الإسلامي وصولاً إلى الوضع الحالي، من وجود مذاهب وتيارات وأفكار أخذت من القرآن والسنة النبوية، بدءاً بمرحلة التشريع في زمن النبي محمد صلى الله عليه وسلم، مروراً بمرحلة التشريع في عهد الخلفاء الراشدين، ثم مرحلة التشريع في عصر التابعين، وكيف توسع التشريع عبر انتشار الصحابة في الأمصار، ودخول فرق وأقوام جديدة في الإسلام، واختلاف البيئات، ونشوء أفكار وتيارات جديدة، مما ساهم في إثراء الفقه الإسلامي.

وأشار العيسى إلى أن الجلسة ركزت أيضاً على تعريف المشاركين ببداية نشأة الخلاف، وتعامل الصحابة معه، والتعرف على أسباب اختلاف فهم النصوص، بهدف تكوين وعي وإدراك لأسباب الخلاف وبالتالي تكوين عذر للمخالف، كون الخلاف مصدر إثراء وتعاون لا تصادم ونزاع.

وتأتي هذه الجلسة ضمن خطة مديرية الشؤون السياسية في حمص لتنظيم مبادرات تهدف إلى بناء ثقافة حوارية ناجحة تعكس الشفافية والثقة بين المجتمع المحلي والجهات الرسمية.

The Development Office at the Directorate of Political Affairs in Homs organized an interactive dialogue session titled “Towards Awareness in the Jurisprudence of Disagreement” held in the training hall of the directorate. The session was presented by Qutaiba Al-Issa, the newly elected member of the People’s Assembly representing Homs city.

The two-day session provided an opportunity to discuss concepts of difference and diversity in political and religious thought. It addressed the definition of “disagreement” as a difference in understanding legislative texts, which is one of the objectives of Sharia and a means to facilitate matters for people. This makes it a positive phenomenon when understood with a spirit of tolerance, but it turns into conflict when accompanied by fanaticism and factionalism.

Al-Issa, who holds a master’s degree in Islamic Education and a diploma in Political Science, told Al-Asima News correspondent that the session aimed to clarify the stages that Islamic legislation has gone through and how disagreement arose regarding the interpretation of legislative texts, so that it becomes a mercy, facilitation, and expansion for people.

He explained that the session included an overview of the main stages Islamic legislation has passed through up to the present, including the existence of schools of thought and currents derived from the Quran and Sunnah. It started with the legislative phase during the time of Prophet Muhammad, peace be upon him, followed by the era of the Rightly Guided Caliphs, then the era of the Successors, explaining how legislation expanded through the spread of companions across regions, the inclusion of new groups into Islam, environmental differences, and the emergence of new ideas and currents, all contributing to enriching Islamic jurisprudence.

Al-Issa pointed out that the session also focused on introducing participants to the origins of disagreement, how the companions dealt with it, and understanding the reasons behind differing interpretations of texts, aiming to build awareness and recognition of the causes of disagreement and thus foster tolerance towards those who differ, as disagreement is a source of enrichment and cooperation rather than conflict and dispute.

This dialogue session is part of the Directorate of Political Affairs in Homs’ plan to organize initiatives aimed at building a successful culture of dialogue that reflects transparency and trust between the local community and official bodies.

Le Bureau du développement à la Direction des affaires politiques de Homs a organisé une session de dialogue interactive intitulée « Vers une conscience dans la jurisprudence du désaccord » dans la salle de formation de la direction. La session a été présentée par Qutaiba Al-Issa, le nouveau membre élu à l'Assemblée du peuple pour la ville de Homs.

La session de deux jours a offert une occasion de discuter des concepts de différence et de diversité dans la pensée politique et religieuse. Elle a abordé la définition du « désaccord » comme une différence dans la compréhension des textes législatifs, ce qui est un des objectifs de la charia et un moyen de faciliter les choses pour les gens. Cela en fait un phénomène positif lorsqu'il est compris dans un esprit de tolérance, mais il se transforme en conflit en cas de fanatisme et de factionnalisme.

Al-Issa, titulaire d'une maîtrise en éducation islamique et d'un diplôme en sciences politiques, a déclaré à la correspondante d'Al-Asima News que l'objectif de la session était de clarifier les étapes traversées par la législation islamique et comment le désaccord est né concernant l'interprétation des textes législatifs, afin qu'il devienne une miséricorde, une facilitation et une expansion pour les gens.

Il a expliqué que la session comprenait un aperçu des principales étapes traversées par la législation islamique jusqu'à aujourd'hui, y compris l'existence d'écoles de pensée et de courants dérivés du Coran et de la Sunna. Elle a commencé par la phase législative à l'époque du prophète Muhammad, paix soit sur lui, suivie de l'ère des califes bien guidés, puis de l'ère des successeurs, expliquant comment la législation s'est étendue grâce à la propagation des compagnons dans les régions, l'inclusion de nouveaux groupes dans l'islam, les différences environnementales et l'émergence de nouvelles idées et courants, contribuant tous à enrichir la jurisprudence islamique.

Al-Issa a souligné que la session s'est également concentrée sur la présentation aux participants des origines du désaccord, la manière dont les compagnons y ont fait face et la compréhension des raisons des différentes interprétations des textes, visant à sensibiliser et à reconnaître les causes du désaccord et ainsi favoriser la tolérance envers ceux qui divergent, car le désaccord est une source d'enrichissement et de coopération plutôt que de conflit et de dispute.

Cette session de dialogue fait partie du plan de la Direction des affaires politiques de Homs visant à organiser des initiatives pour construire une culture du dialogue réussie reflétant la transparence et la confiance entre la communauté locale et les autorités officielles.

Homs Siyasi İşler Müdürlüğü’ne bağlı Kalkınma Ofisi, müdürlüğün eğitim salonunda “İhtilaf Fıkhında Farkındalığa Doğru” başlıklı interaktif bir diyalog oturumu düzenledi. Oturumu, Homs şehri için yeni Halk Meclisi seçimlerinde seçilen aday Qutaiba Al-Issa sundu.

İki gün süren oturum, siyasi ve dini düşüncedeki farklılık ve çeşitlilik kavramları üzerine tartışma fırsatı sundu. “İhtilaf”, yasama metinlerinin anlaşılmasında görülen farklılık olarak tanımlandı; bu, Şeriat’ın amaçlarından biri ve insanlara kolaylık sağlamanın bir yoludur. Bu, hoşgörü ruhuyla anlaşıldığında olumlu bir olgu olur, ancak fanatizm ve gruplaşma söz konusu olduğunda çatışmaya dönüşür.

İslami Eğitim alanında yüksek lisans ve Siyaset Bilimi diplomasına sahip olan Al-Issa, Al-Asima News muhabirine yaptığı açıklamada, oturumun amacının İslami mevzuatın geçtiği aşamaları ve yasama metinlerinin yorumlanmasındaki ihtilafın nasıl ortaya çıktığını açıklamak olduğunu söyledi; böylece bu ihtilafın insanlara rahmet, kolaylık ve genişlik sağlaması hedefleniyor.

Al-Issa, oturumda İslami mevzuatın günümüze kadar geçtiği önemli aşamalar hakkında genel bir bakış sunulduğunu belirtti. Bu aşamalar arasında Kur’an ve Sünnet’ten alınan mezhepler ve akımlar yer alıyor. Peygamber Muhammed’in (s.a.v.) dönemindeki yasama süreciyle başlayıp, Raşid Halifeler dönemi ve ardından Tabiin dönemi anlatıldı. Yasamanın, sahabenin farklı bölgelere yayılması, İslam’a yeni toplulukların katılması, çevresel farklılıklar ve yeni fikirlerin ortaya çıkmasıyla nasıl genişlediği açıklandı; bu da İslami fıkhın zenginleşmesine katkı sağladı.

Al-Issa, oturumun ayrıca katılımcılara ihtilafın başlangıcını, sahabenin bu duruma yaklaşımını ve metinlerin farklı yorumlanmasının sebeplerini anlattığını belirtti. Amaç, ihtilafın nedenlerini fark etmek ve böylece farklı düşünenlere karşı anlayış geliştirmek; çünkü ihtilaf zenginleşme ve iş birliği kaynağıdır, çatışma ve çekişme değil.

Bu diyalog oturumu, Homs Siyasi İşler Müdürlüğü’nün yerel toplum ile resmi kurumlar arasında şeffaflık ve güveni yansıtan başarılı bir diyalog kültürü oluşturmayı amaçlayan girişim planının bir parçasıdır.
