افتتحت هيئة الإغاثة الإنسانية وحقوق الإنسان والحريات التركية (IHH) اليوم مكتباً تمثيلياً لها في دمشق، بهدف تعزيز أنشطتها الإغاثية في سوريا بشكل أكثر فاعلية واستدامة.

وأكد الأمين العام للهيئة أحمد كوجن في كلمة خلال الحفل أهمية افتتاح المكتب في دمشق لدعم جهود تقديم المساعدات ومواصلة الأعمال الإغاثية بشكل أكثر تنسيقاً وفاعلية، مشيراً إلى أن افتتاح المكتب سيعزز الروابط مع الشعب السوري ويدفع الأعمال الإغاثية إلى مستويات متقدمة.

من جهته، أكد محافظ دمشق ماهر مروان إدلبي في تصريح لـ العاصمة نيوز أن دمشق مستعدة لفتح آفاق واسعة أمام شبكات العمل الإنساني على كافة المستويات، مشيراً إلى أن تركيا كانت من أوائل الدول التي قدمت الرعاية الصحية والعمل الخيري والإغاثي، ودعمت المشاريع الصغيرة والمتوسطة، بالإضافة إلى التأهيل والتدريب وغيرها من الاحتياجات التي يحتاجها الشعب السوري.

دور الهيئة في دعم السوريين خلال سنوات الثورة

وأشار محافظ ريف دمشق عامر الشيخ إلى أن الهيئة لعبت دوراً بارزاً في مساعدة الشعب السوري خلال سنوات الثورة في مختلف المجالات، بما في ذلك تأمين الخدمات الصحية، وتقديم الدعم التعليمي، والمساهمة في الدبلوماسية الإنسانية، لافتاً إلى أن افتتاح مكتب الهيئة في دمشق يؤكد استمرارية عملها الكبير مع السوريين لبناء سوريا الجديدة، بفضل جهود أبنائها ومساندة الجهات المانحة والمنظمات الإنسانية، وتحت إشراف ومتابعة دقيقة من الحكومة السورية.

من جانبه، ذكر القائم بأعمال السفارة التركية في دمشق برهان كور أوغلو أن عمل الهيئة كان سابقاً يتركز في شمال سوريا وداخل تركيا لمساعدة اللاجئين السوريين، واليوم تسعى الهيئة، من خلال منظماتها التابعة، إلى توسيع نطاق عملها ليشمل كامل سوريا، مشيراً إلى أن افتتاح المكتب في دمشق خطوة أساسية تمكنها من تقديم المساعدات والمساهمة في إعادة الإعمار وتجاوز التحديات في ظل الأضرار الكبيرة التي لحقت بسوريا.

الإطار القانوني

بدوره، اعتبر مدير إدارة المنظمات الدولية والمؤتمرات الدولية في وزارة الخارجية والمغتربين سعد بارود أن افتتاح مكتب الهيئة يعد خطوة إضافية لتنظيم العمل الخيري والإنساني، خصوصاً مع المنظمات التي لها تاريخ طويل في خدمة الشعب السوري، مشيراً إلى أن الهيئة من أقدم المنظمات التي عملت مع السوريين، إضافة إلى جهودها الكبيرة في مجال الدبلوماسية الإنسانية، وأن تواجدها في دمشق اليوم يشير إلى وضع عملها ضمن الإطار القانوني بالتنسيق الوثيق مع الحكومة السورية.

يذكر أن هيئة الإغاثة الإنسانية تأسست عام 1992 واكتسبت طابعاً مؤسساتياً عام 1995، ويقع مركزها الرئيسي في إسطنبول بتركيا، وتسعى للوصول إلى ضحايا الحروب والكوارث الطبيعية واللاجئين الذين أجبروا على ترك منازلهم، فتقدم لهم مساعدات عينية ونقدية، وتنشئ في مناطقهم مشاريع خيرية.

The Turkish Humanitarian Relief and Human Rights and Freedoms Organization (IHH) inaugurated today a representative office in Damascus to enhance its humanitarian activities in Syria more effectively and sustainably.

Ahmed Kujan, the Secretary-General of the organization, emphasized in his speech during the ceremony the importance of opening the office in Damascus to support aid efforts and continue relief work with better coordination and effectiveness, noting that the office's opening will strengthen ties with the Syrian people and advance relief efforts to higher levels.

Meanwhile, Damascus Governor Maher Marwan Idlibi told Al-Asima News that Damascus is ready to open wide horizons for humanitarian work networks at all levels, pointing out that Turkey was among the first countries to provide healthcare, charitable, and relief work, supporting small and medium projects as well as rehabilitation, training, and other necessities needed by the Syrian people.

The Role of the Organization in Supporting Syrians During the Years of the Revolution

Rural Damascus Governor Amer Al-Sheikh highlighted that the organization played a significant role in assisting the Syrian people during the years of the revolution in various fields, including securing health services, providing educational support, and contributing to humanitarian diplomacy, pointing out that opening the organization's office in Damascus confirms the continuity of its major work with Syrians in building the new Syria, thanks to the efforts of its people, the support of donors and humanitarian organizations, and under the close supervision and follow-up of the Syrian government.

Acting Turkish Ambassador in Damascus Burhan Koroglu noted that the organization's previous work was concentrated in northern Syria and inside Turkey to assist Syrian refugees, and today the organization, through its affiliated groups, seeks to expand its scope to cover all of Syria, explaining that opening the office in Damascus is a fundamental step enabling it to work in helping Syrians with reconstruction, aid provision, and overcoming challenges amid the extensive damages Syria has suffered.

Legal Framework

Saad Baroud, Director of International Organizations and Conferences at the Ministry of Foreign Affairs and Expatriates, considered the opening of the organization's office as an additional step towards organizing charitable and humanitarian work, especially with organizations that have a long history of serving the Syrian people, noting that the organization is one of the oldest to work with Syrians, in addition to its significant efforts in humanitarian diplomacy, and that its presence in Damascus today indicates that this work will be placed within a legal framework in close coordination with the Syrian government.

It is noteworthy that the Humanitarian Relief Organization was established in 1992 and gained institutional status in 1995, with its current headquarters located in Istanbul, Turkey. It aims to reach victims of wars, natural disasters, and refugees forced to leave their homes; providing them with in-kind and cash assistance and establishing charitable landmarks in their areas.
